INVITATION TO BID

Colorado Division of Wildlife will be accepting bids for the harvest of the native grass hay located at the Miller Ranch State Wildlife Area approximately 16.5 miles north of the City of Gunnison CO for the 2008 hay season. There are approximately 200 acres of irrigated hay meadows.
Bidders will be required to submit their sealed bid to the D.O.W. office at 300 West New York Ave by July 11, 2008 5:00 P.M.
All bidders will be notified of results by July 14, 2008.
Successful bidder will enter into an annual contract that can be renewed for 3 additional years. Contract will describe the details for the harvesting, baling, and stacking the hay located on the property belonging to the Colorado Division of Wildlife. The contract will be bid as a share crop agreement with the DOW’s share stored in the DOW’s storage stack yards. Source:  Natural seeps and springs tributary to Henderson Creek, tributary to East Muddy Creek, tributary to the North Fork of the Gunnison River.  4.  Date of Initiation of Appropriation:  May 1, 1996.   5.  Amount Claimed:  0.75 cfs, absolute.  6.  Uses: Diversion to storage for fish propagation, piscatorial, recreational and augmentation purposes, and for the fill and refill of the Applicant’s water storage rights in the  HCL Pond A, HCL Pond B, HCL Pond C, HCL Cascades, and HCL Pond D decreed in Case No. 04CW201.  7.  Remarks:  HCL Spring Enlargement No. 1 is located and the waters therefrom stored and used exclusively upon land owned by the Applicant.  III. APPLICATION FOR AMENDMENT OF PLAN FOR AUGMENTATION  A.  Amendment:  Applicant wishes to amend that augmentation plan decreed in Case No. 04CW201 to include the HCL Spring Enlargement No. 1 as an augmented structure and source of augmentation water.  B.  Names of Structures to be Augmented:    HCL Spring Enlargement No. 1 in addition to the Henderson Creek Diversion, the HCL Spring, HCL Pond A, HCL Pond B, HCL Pond C, HCL Cascade Ponds, and HCL Pond D as decreed in Case No. 04CW201.  C.  Water Rights to be Used for Augmentation:  HCL Spring Enlargement No. 1 in addition to the HCL Pond Diversion, HCL Spring, and HCL Pond D as decreed in Case No. 04CW201.  D.  Historic Use.  Since its appropriation, the water from HCL Spring Enlargement No. 1 has been used for storage, recreation, fish propagation, and piscatorial uses in HCL Pond A, HCL Pond B, HCL Pond C, and the HCL Cascades on the Applicant’s Property, with return flows returning to Henderson Creek.  As this junior water right is undecreed pending approval of this application, no diversion records exist.  E.  Statement of Plan of Augmentation.  1.  Depletions:  As decreed in case 04CW201, the depletions associated with HCL Pond A, HCL Pond B, HCL Pond C, and the HCL Cascades on the Applicant’s Property are due solely to evaporative loss.  Applicant’s engineer has determined that the combined surface area for all existing storage structures is 0.71 acres, while the surface area of the HCL Pond D augmentation pond is approximately 0.95 acres, for a total surface area of 1.66 acres.  Applicant’ s engineer has determined the total annual evaporative loss from these structures for a dry year to be 5.53 acre feet, as shown in attached Tables 2 & 3.
2.  On-Site Augmentation.    The on-site augmentation source is supplied through releases from the HCL Pond D, when a call is placed on the stream during the irrigation season.  Releases will be made through an outlet structure from the pond and into Henderson Creek, located immediately adjacent to the HCL Augmentation Pond.  Henderson Creek is believed to be a perennial stream at this location, and transit losses are assumed to be zero, given the proximity of the HCL Pond D augmentation structure to Henderson Creek.  The Division of Water Resources will determine the schedule of releases. Under the requested amendment, the HCL Pond D will be filled to its 3.8 acre foot capacity by the HCL Pond Diversion, the HCL Spring Enlargement No. 1, and the HCL Spring via HCL Cascades, HCL Pond A, HCL Pond B and HCL Pond C when in priority, and will subsequently release water as required by the Division of Water Resources to augment evaporative losses from those structures when out-of-priority.  E.  All land upon which water is to be diverted, stored or released pursuant to this  Application is owed by Applicant.  GUNNISON COUNTY

GUNNISON COUNTY BOARD OF EQUALIZATION

The GUNNISON COUNTY BOARD OF EQUALIZATION will meet on Tuesday, July 15th, 2008 in the Commissioners Meeting Room at the Gunnison County Courthouse to review the assessment roll of all taxable personal property located in the County.
Beginning also in July of 2008, the COUNTY BOARD OF EQUALIZATION will hear appeals from determinations of the Assessor with respect to the valuation of all taxable property.  Thereafter at such times as may be necessary, until the closing of business on the 4th day of August, 2008, the COUNTY BOARD OF EQUALIZATION will hear appeals from determinations of the Assessor with respect to real and personal property.
Persons wishing to appear before the COUNTY BOARD OF EQUALIZATION must send the proper appeal forms to the County Administration Office, 200 East Virginia Avenue, Gunnison CO  81230 postmarked or hand delivered no later than 5:00 p.m. on July 15th, 2008 for real property and no later than 5:00 p.m. on July 21, 2008 for personal property.
The COUNTY BOARD OF EQUALIZATION will not hear appeals from persons who have failed to file a timely protest with the Assessor.
