    Wastewater Treatment Plant Expansion/Odor Control System –
    Preliminary Engineering Report and Environmental Assessment.
A public hearing will be conducted for informing citizens and soliciting public input, written or oral, regarding the Crested Butte South Metropolitan District Wastewater Treatment Plant Expansion and Odor Control System-Preliminary Engineering Report (PER) and Environmental Assessment (EA). The PER is a 20 year planning study conducted on the wastewater processes and facilities to allow the Crested Butte South Metropolitan District (District) to address odor control, meet future growth needs and Colorado Discharge Permit System (CDPS) permit limits. The EA is an assessment of environmental impacts the expansion will have on the existing WWTP site. The reports are being submitted to the Colorado Department of Health and Environment (CDPHE) to qualify the District for a State Revolving Fund Loan.
The PER evaluated the adequacy of the existing Wastewater Treatment Plant (WWTP) to handle current and future wastewater flows and address odor control. Currently the WWTP is at 0.08 million gallons per day (MGD) which is 80% of its rated capacity. It is recommended in the PER that the current WWTP be expanded from 0.1 MGD to 0.225 MGD at the existing site with the new facility being located between the existing building and the East River.
The PER evaluated the cost of the recommended improvements and the additional operations and maintenance costs. These costs will be covered by the increase in service fees implemented on January 1, 2008 and the proposed increase in Availability of service fees that will be implemented if the debt is approved by voters.
Copies of the PER are available for the public review prior to the Public Hearing at 280 Cement Creek Road, Crested Butte South, which is the Crested Butte South Metropolitan District’s office and shop facility.
