TO: Region 10 Aging Service Providers. FROM: Lee Bartlett, Region 10 Area Agency on Aging Director. DATE: February 1, 2008. RE: Request for Proposals (RFP’s) for FY 2009 Older Americans Act Funding for Older Adult Services The Region 10 Area Agency on Aging (AAA) is soliciting proposals for Older Americans Act funding from public, private and non-profit organizations interested in providing services for older adults (60+) within Region 10.  The Region 10 AAA serves Delta, Gunnison, Hinsdale, Montrose, Ouray, and San Miguel counties. RFP’s will be accepted for funding in the following categories of services: Part B- Supportive Services (transportation, homemaker, information/assitance, legal, material aid, Ombudsman, etc.). Part C1 (Congregate Meals), C2 (Home-delivered Meals). Part D-Health Promotion and Disease Prevention. Part E-National Family Caregiver Support Program. An RFP for FY 2009 funding has been attached.    If you are requesting funds for multiple programs, please submit a separate RFP for each program. The contract period for this application is for twelve months, beginning July 1, 2008 and ending June 30, 2009. Request for waivers of Gunnison County standard specifications for road and bridge construction for the access road to Womble Tracts and for accees to other properties through Womble Tracts.
HEARING DATE, TIME AND LOCATION: The Gunnison County Board of Commissioners will conduct a public hearing, February 19, 2008 at 9:10 a.m., in the Commissioners’ Meeting Room of the Gunnison County Courthouse to hear public comment concerning an application for waivers of the Gunnison County Standard Specifications for Road and Bridge Construction for Albert Roper.  A copy of the request and supporting documentation can be reviewed at the Gunnison County Public Works Department at 811 Rio Grande, Gunnison, Colorado from 7:30 a.m. to 4:30 p.m. weekdays.
 PROPERTY LOCATION:  8256 Hwy 135, Almont, Colorado, approximately 8 miles north of Gunnison off of Highway 135.
PURPOSE OF WAIVER:  To permit the subdivision of three parcels, approximately 1.3 acres in size, from the Roper ranch parcel for the purpose of construction of no more than six residential dwellings.
PROPOSAL:  The request is for the following waivers:
1. Width of Right of Way:  A waiver of width for any portion of the road for which the platted width is less than sixty feet (60’).
2. Roadway Cross Section:  The required section for a rural lane is identified in the Appendix of the County Standards.  The existing "traveled" roadway width varies from 12 to 24 feet, with maintenance activities and driving patterns establishing the width, although in places it is wider than the minimum actual traveled.  A variance of the County cross section standard, consisting of roadway width, crown slope, gravel depth, and drainage side ditches is requested.
3. Bridge Load Limits:  There are two bridges on the access road to the property that have been in use for many years.  The bridge over the Gunnison River is rated at 17-26-27 tons based on a recent inspection of the bridge by SEH, Inc.  An inspection of the bridge has been done and the rating is available at the Gunnison County Public Works Department.
POSSIBLE ACTION:  Formal action may be taken on the waivers required at this meeting.

The Bureau of Land Management

The Bureau of Land Management (BLM) is seeking input from the public regarding a proposal to conduct a hazardous fuels reduction and ecosystem restoration project on approximately 800 acres located about 30 miles southwest of Gunnison, CO around the Skunk Creek area. The proposed project area is located adjacent to Highway 149 within the Lake Fork of the Gunnison drainage. The proposed treatment includes tree thinning which would increase spacing between trees to decrease fire danger and improve forest health. After tree thinning is completed the BLM proposes to burn the area to reduce forest floor fuel accumulations and to increase the amount of grass. In accordance with the National Environmental Policy Act (CFR 1501.7), the BLM is seeking public participation and input as part of the planning process. CASE NO. 2008CW5 (REF NO. 01CW14).  Applicant:  Gary Knerr, 967 Ute Lane, Gunnison, CO 81230.  Contact: Cary Denison, P.O. Box 3171, Montrose, CO 81402.  Application for Finding of Diligence:  Woods Well – SW 1/4  SW 1/4 SE 1/4 of Section 32, T50N, R1E, NMPM.  255 feet from the south line and 2,592 feet from the east section line.  Source:  Tomichi Creek and the Gunnison River.  Appropriation Date:  02/01/2001.  Amount Claimed:  5.88 acre-feet annually for irrigation and domestic use.  Applicant has made considerable efforts  to correct augmentation.  Applicant has hired attorneys and consultants to assist with filing a new augmentation plan as well as a change of water right application  and a  change in ownership of well form at a cost in excess of $4000.00.  Applicant has continued to purchase one acre foot of water from Bureau of Reclamation to protect Woods well from a winter call downstream of Blue Mesa reservoir.  Applicant has also had numerous conversations and meetings with Division of Water Resources staff in an attempt to alleviate problems with this well and its augmentation plan.  Representatives of applicant have made arrangements with the Upper Gunnison Water Conservancy District for the purchase of 1.5 acre feet of water stored in Blue Mesa Reservoir to protect the well from a downstream call during the irrigation season.  GUNNISON COUNTY.
YOU ARE FURTHER NOTIFIED THAT you have until the last day of March 2008, to file with the Water Clerk, in quadruplicate, a Verified Statement of Opposition setting forth facts as to why a certain application should not be granted or why it should be granted only in part or on certain conditions.  A copy of such a Statement of Opposition must also be served upon the applicant or the applicant’s attorney and an affidavit of certificate of such service shall be filed with the Water Clerk, as prescribed by C.R.C.P. NOTICE BY PUBLICATION A CALL FOR NOMINATIONS TO WHOM IT MAY CONCERN, and, particularly, to the electors of the Reserve Metropolitan District No.2 of Gunnison County, State of Colorado.
