—NOTICE OF PUBLIC HEARING—
CONCERNING ADOPTION OF AMENDMENTS AND MINISTERIAL CHANGES TO THE GUNNISON COUNTY SPECIAL DEVELOPMENT PROJECT REGULATIONS (to be known as the GUNNISON COUNTY SPECIAL DEVELOPMENT PROJECT RESOLUTION)

HEARING DATE, TIME AND LOCATION: The Gunnison County Board of Commissioners will conduct a public hearing on Tuesday, August 25, 2009 at 1:00 p.m. in the Commissioners’  Meeting Room of the Gunnison County Courthouse, 200 E. Virginia in Gunnison, to hear public comment concerning the adoption of proposed amendments and ministerial changes to the Gunnison County Special Development Project Regulations, now to be known as the Gunnison County Special Development Project Resolution.  Such amendments and changes are memorialized in Gunnison County Special Development Project Resolution; Draft No. 5, dated July 14, 2009, available for public review in the County Planning Department, upstairs in the Blackstock Government Center at 221 N. Wisconsin St., Ste. D in Gunnison.  The document is also available on the Gunnison County website: http://www.gunnisoncounty.org.
As proposed, generally, the Gunnison County Special Development Project Resolution addresses certain proposed large or government projects. Smaller projects would continue to be reviewed under the Gunnison County Land Use Resolution. 
The proposed Gunnison County Special Development Project Resolution will continue to provide for evaluation of a proposed project on the basis of “performance-based standards.”  Rather than prescribing a series of actions to be taken by the applicant to minimize impacts of a proposal, the proposed Gunnison County Special Development Project Resolution establishes standards that determine acceptable levels of impact to the County. The Resolution would not mandate to an applicant how to “do business” but charges the applicant with responsibility to ensure standards are met during the life and closure of a project, including a detailed plan for monitoring and related costs to ensure compliance and enforcement.

FLAT TOP MOUNTAIN BIG GAME WINTER RANGE AND GUNNISON SAGE-GROUSE SEASONAL ROAD CLOSURES
December 15 – May 15

The Grand Mesa, Uncompahgre and Gunnison National Forests, Gunnison Ranger District, is proposing a road closure special order that would temporarily close roads to motorized and mechanized use on a yearly basis on National Forest public lands within the Flat Top Mountain Area. The purpose of the closure is to reduce stress to wintering deer and elk and to minimize disturbance to Gunnison sage-grouse during the breeding season.  We propose to prohibit motorized and mechanized vehicle use annually from December 15 (or after the end of the late elk hunting season, whichever occurs latest) through May 15. Forest roads proposed for the closure include 600, 603, 829, 860, 862, 863, 954 and 955.  The Flat Top Mountain area is located approximately six miles north of Gunnison, CO, west of Highway 135, north of Ohio Creek Road, and south of Red Mountain, in Sections 9 -16, and 23 – 25, Township 51 N, Range 1 W, New Mexico Principal Meridian (NMPM); Sections 7 – 9, 16 – 22, and 27 – 33, Township 51 N, Range 1E, NMPM; Sections 16 – 21, and 28 – 33, Township 15 S, Range 85 W, NMPM; and Sections 13, 14, 21, 25, and 34-36, Township 15 S, Range 86 W, 6th Principal Meridian. 
The Forest Service is scoping for specific issues or concerns on this proposal.  Please respond in writing by August 29, 2009.
