Wastewater Treatment Facility Improvements
The work of this project will include the furnishing of labor, materials, and equipment for the construction of the Town of Crested Butte Wastewater Treatment Facility Improvements including a new secondary clarifier, new clarifier building, relocation of certain utilities, electrical and mechanical systems to support the new facilities.
A Pre-Bid meeting and site visit will be held on March 23rd, 2010. The meeting will start at 10:00 AM at the Crested Butte Town Hall 507 Maroon Ave, Crested Butte Colorado.

CRESTED BUTTE FIRE PROTECTION DISTRICT
BUCKHORN RANCH STORAGE BUILDING

Crested Butte Fire Protection District is requesting bids to construct a storage building to be located within the Buckhorn Ranch subdivision during the spring/summer of 2010. 
The project includes construction of a 42×50 foot conventional wood-framed structure with hardiplank and corrugated metal exterior finish with metal roof panels. The project includes the preparation of the site to include the foundation, driving/parking surfaces, and landscaping. The project also includes specific plumbing, electrical, and other systems typical of multi-use storage building.
Pursuant to statutory requirements, qualified bidders must provide written assurance with the submission of a bid that both performance and payment bonds can be provided should the contractor be awarded the contract to construct the building.
The bid award will be made to the contractor who is determined to best meet the needs of the Fire District. Highest priority will be given to bidders and subcontractors who reside or own property within District boundaries. The Fire District retains the exclusive right to determine the contractor that best meets the needs of the District and may reject any and all bids as it deems appropriate, and has no legal obligation to accept the lowest bid.
Sealed bids will be accepted until 3:00 PM on Friday, April 30, 2010 at which time they will be opened and read aloud.
Specifications and plans for said project can be obtained upon payment of a $50 refundable fee.  Plans are available from District Manager Mike Miller at the Crested Butte Fire Station, 306 Maroon Avenue, Crested Butte, Colorado.

The Mountain Express is seeking to fill a vacancy on the Board of Directors. The Member at Large position is voluntary and would start April 19, 2010 running through July 19, 2011. The candidate must be a resident of Gunnison County and shall not be a current employee Or member of the Town Council of either Crested Butte or Mt. Crested Butte or a current employee of the Mountain Express. The board of directors meets the third Monday of every month at 9:00 a.m. Duties include working with the other board members to set policies and oversee the business of Mountain Express. The Mt. Crested Butte Town Council will be appointing four (4) members to the Planning Commission at the Tuesday, April 6, 2010 Town Council meeting. All seats are expired two-year terms ending April 2012.
Duties include architectural design review, recommendations to the Town Council on rezoning applications, variance requests, conditional use requests and formulating town planning policies.  Applicants must be qualified electors and residents of the Town and may apply by submitting a letter of interest to the Mt Crested Butte Town Hall, 911 Gothic Road, PO Box 5800, by Thursday, April 1 or by stating his/her interest at the April 6 Town Council meeting.

CATEGORICAL EXCLUSION DETERMINATION
FOR THE PROPOSED WASTEWATER PROJECT FOR THE
TOWN OF CRESTED BUTTE

The Water Quality Control Division of the Colorado Department of Public Health and Environment has conducted a review of the proposed wastewater project for the Town of Crested Butte in accordance with EPA and the State of Colorado procedures for implementing the National Environmental Policy Act (NEPA) (40 CFR Part 6) and the State of Colorado NEPA-like policy (SRF Operating Agreement). The State has determined that this project is eligible for a categorical exclusion. Accordingly, the State is exempting the project from further substantive environmental review requirements under the above stated policies.
Project Description:

The proposed project is the construction of a secondary clarifier and the rehabilitation of the collection system.  The project will be funded through a loan from the Water Pollution Control Revolving Fund in the amount of $2,300,000 at 2.5% for 20 years.  There will be no rate increase from the proposed project.

Criteria for Granting a Categorical Exclusion under 40 CFR parts 6.107 and 6.505
The action proposed will ensure compliance with current and future water treatment standards.  The following criteria condition the allowance of the categorical exclusion for the proposed action:
• Construction of new ancillary facilities either adjacent or appurtenant to existing facilities which do not affect the degree or capacity of treatment.
• Minor upgrades and expansions of existing treatment works in sewered communities.
The documentation to support this decision will be on file at the Colorado Department of Public Health and Environment, Water Quality Control Division, in Denver, Colorado and is available for public scrutiny upon request. Comments concerning this decision may be addressed to:

—REQUEST FOR PROPOSALS (RFP) FOR ENGINEERING SERVICES—
Town of Mt. Crested Butte, Colorado

THE TOWN OF MT. CRESTED BUTTE IS SEEKING PROFESSIONAL ENGINEERING SERVICES FOR THE DESIGN AND CONSTRUCTION IN 2010 OF VARIOUS ROAD REPAIRS INCLUDING STORM WATER DRAINAGE AND SUBSURFACE DRAINAGE IN VARIOUS LOCATIONS THROUGHOUT THE TOWN OF MT. CRESTED BUTTE
The services to be provided include, but may not be limited to:
    -Designing and engineering various road repairs;
    -Designing and engineering solutions to multiple water/moisture problem areas adjacent to and under existing road surfaces in various locations throughout Town; the areas include surface storm water management and subsurface water management;
    -Surveying;
    -Construction Drawings;
    -Preparation of construction bid package;
    -Conducting any pre-construction conference;
    -On site supervision of construction and preparation of construction reports;
    -Reviewing and recommending approval of all contractor requests for payment and submitting requests to the Town of Mt. Crested Butte for approval and payment;
    -Provide reproducible as-built plan drawings to the Town of Mt. Crested Butte upon project completion;
    -Conducting final inspection and testing;
    -Assisting with preparation of the certification of completion.
Note: The RFP will be due April 2, 2010 and these various public improvements are scheduled to be completed by October 1, 2010.
Responses should include:
    1. The firm’s legal name, address, and telephone number;
    2. The principal(s) of the firm and their experience and qualifications;
    3. The experience and qualifications of the staff to be assigned to the project;
    4. A description of the firm’s prior experience, including any similar projects, size of community, location, total construction cost and name of a local official knowledgeable regarding the firm’s performance;
    5. A description of the firm’s current work activities and how these would be coordinated with the project.
Respondents will be evaluated according to the following factors:
    1. Qualifications of professional personnel to be assigned to the project;
    2. Familiarity with Mt. Crested Butte’s Roads and Transportation Issues;
    3. Related experience on similar projects;
    4. Recent and current work for/or in the Town.
The selection committee, after review of the RFP’s, may interview one or more qualified firms. The award will be made to the most qualified engineering firm whose proposal is deemed most advantageous to the Town of Mt. Crested Butte, all factors considered. Unsuccessful firms will be notified as soon as possible.

RESOLUTION NO. 1, SERIES 2010

A RESOLUTION OF THE TOWN COUNCIL OF MT CRESTED BUTTE, COLORADO CANCELING THE APRIL 6, 2010 REGULAR MUNICIPAL ELECTION AND DECLARING THE CANDIDATES ELECTED
    Whereas,  Section 31-10-507, C.R.S., provides that if an ordinance has been duly adopted by a municipality requiring an affidavit of intent for write-in candidates pursuant to Section 31-10-306, C.R.S., the municipality may also provide that, if the only matter before the voters in an election is the election of persons to office and if at the close of business on the 19th day before the election there are not more candidates than offices to be filled at such election, including candidates filing affidavits of intent as write-in candidates, the Town Clerk, if instructed by resolution of the governing body, shall cancel the election and by resolution declare the candidates elected; and
    Whereas,  The Town Council of the Town of Mt Crested Butte, Colorado has enacted by ordinance Sections 2-1 and 2-2 of the Mt Crested Butte Town Code.  Section 2-1 requires that an affidavit of intent be filed for a write-in candidate at least twenty days prior to the day of election.  Section 2-2 provides that the election may be canceled if, at the close of business on the 19th day before the election there are not more candidates than offices to be filled at such election, including candidates who have filed affidavits of intent as write-in candidates; and
    Whereas,  The Town Clerk has certified to the Town Council that no affidavit of intent has been filed by any person as a write in candidate for the municipal election scheduled to be held on April 6, 2010, and that the number of candidates does not exceed the number of offices to be filled at said election.
    THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF MT CRESTED BUTTE, COLORADO, that,
S    ection 1.    The Town Clerk is hereby instructed to cancel the regular municipal election scheduled for April 6, 2010. 
    Section 2.    The Town Council further resolves that candidates William Buck, Daniel D’Aquila, Chris Morgan and David O’Reilly are declared elected as Town Council members of the Town of Mt Crested Butte for a term of 4 years each.  Pursuant to the provision of Section 31-4-401, C.R.S., the terms of office of said elected officials shall commence upon being sworn into office at the next regular meeting of the governing body on April 6, 2010.
    Section 3.    Pursuant to the provisions of Section 31-10-507, C.R.S., the Town Clerk is hereby instructed to publish notice of election cancellation in order to inform the electors of the municipality and to post such notice at each polling place and in not less than one other public place to meet the requirements of Section 31-10-507, C.R.S.

Sealed Bids will be received for the Mt. Crested Butte Water and Sanitation District (hereinafter referred to as OWNER), at the office of the OWNER at 100 Gothic Road, attn: Frank Glick, Mt. Crested Butte, Colorado, 81225, until 3:00 p.m. M.D.T., our clock, on Thursday, April 8, 2010, for the bid of the Mount Crested Butte Vehicle Storage Building.
At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.
This Project generally includes a three-bay, vehicle storage building for the existing wastewater treatment facility.

Bid security in the amount of not less than five percent (5%) of the total Bid must accompany each Bid in the form specified in the Instruction to Bidders.
The Successful Bidder will be required to furnish a Performance Bond and a Payment Bond guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the contract.
No Bid may be withdrawn within a period of ninety (90) days after the date fixed for opening Bids.
The OWNER reserves the right to reject any and all Bids, and to waive any informalities and irregularities therein.
