Channell and Swenson

The Gunnison Board of County Commissioners can be seen as a rocking boat. Sometimes that boat swings toward a Democratic majority, as it did four years ago; sometimes it leans toward the Republican Party, as it did in 2000.
Inevitably, it’s the economy that sets the stage for the changes in the board’s majority. In 2000, as Gunnison County was suffering a dispiriting downturn, county voters had an ear for commissioner candidates who blamed the freshly revised Land Use Resolution for economic doldrums. After the election, commissioners Perry Anderson and the late Fred Field spent several years turning the document on its head at the request of the construction and real estate industries.
Fast-forward four years to the next county commissioner race with incumbents Anderson and Field defending their actions to challengers Hap Channell and Paula Swenson, both Democrats. With the biggest real estate boom in Gunnison County history under way, voters became concerned about whether their representatives had kept enough protections in the land use document to keep the area from becoming a mountain valley eyesore. Unconvinced by the incumbents’ arguments, voters installed Channell and Swenson to do the job—thereby creating an all-Democrat board with commissioner Jim Starr at the helm.
In the meantime, Gunnison County’s overall political demographic had started to change in the early 2000s. As The New Yorker noted in its September 1, 2008 edition, mountain town communities like Crested Butte were developing into blue strips that would eventually help put a Democratic U.S. Senator and U.S. House representative into office in 2004, and a Democratic governor in 2006. For good measure, Gunnison County helped elect a Democratic state senator and house representative. It seemed that the party could do no wrong, at least locally.
That brings us to today, with two Republicans—Erich Ferchau and Doug Sparks, both of Gunnison—challenging incumbent Democrats Channell and Swenson for seats representing Districts 2 and 1.
As was the case eight years ago, we’re facing a serious economic downturn, made worse by fears of local residents that the real estate they purchased four years ago isn’t worth what they paid for it in the rush to the bank.
In this environment, voters (who are the captains of that rocking boat, after all) are faced with two ways to steer. One is to continue on the course that Channell and Swenson have identified—plug resources into making Gunnison County more energy independent through partnerships with the municipalities and the Office for Resource Efficiency, continuing to require affordable housing fees to fund housing for its workforce, and hope that by keeping Gunnison County unique, money and economic opportunity will come to us.
In contrast, Ferchau and Sparks say they’re offering action. They want to offer incentives to outside businesses to set up permanent residence in Gunnison County. Ferchau, in particular, says he wants to entice businesses like those that send county residents to neighboring Montrose to buy groceries, clothes and whatever else at big box stores.
Both Republicans argue that the LUR is being used as a weapon against development, rather than a tool for conservation. However, these arguments seem stale. If it’s easy to entice businesses to relocate, then why didn’t their Republican predecessors do it during the last economic downturn? The answer is that it isn’t easy and those types of incentives don’t often bring the development that this community wants.
In fact, I believe the consensus reached eight years ago is that we’re better off encouraging local businesses to grow and diversify, rather than attempting to bring in someone else.
We can encourage growth by providing housing for workers, transportation for valley residents and visitors, and by protecting the clean water, air and environment that will keep them here.
Of course, that kind of growth isn’t as exciting as offering to bring in a mini-Google-type company that could set up overnight. But I believe it’s more realistic and reflective of the type of community Gunnison County is endeavoring to be.
For this reason, I encourage voters to pick the path laid out by Channell and Swenson. They’re proven leaders and I urge voters to return them to office.

Broken process

More than six years ago, I attended a U.S. Forest Service meeting in Gunnison designed to kick off the start of Forest Plan revision process for the Grand Mesa, Uncompahgre, and Gunnison National Forest.
Forest Plans are important because they provide the broad strokes about how land is managed in our national forest. In Gunnison County, the Forest Plan is particularly important because a large percentage of our lands are managed by the Forest Service.
By law, Forest Plans are supposed to be revised every 15 years. The GMUG’s last Forest Plan was written in 1983 and revised slightly in the early 1990s—the Forest Service was already behind the eight-ball when they started the revision process in 2001.
The matter got complicated in 2005 when the Forest Service adopted a new method of drafting Forest Plans and Forest supervisor Charlie Richmond switched to the new process.
The new rule is meant to be more general in nature, and does not include specific project management decisions on timber harvesting, grazing, mining and motorized travel, which some environmental groups have criticized. Instead, decisions on those types of activities are meant to be made on a forest-by-forest basis, informed by local conditions, science and public input.
In the summer of 2006, the GMUG’s Forest Plan garnered national attention when senior officials with the Forest Service in Washington, D.C. asked the local office to make changes to the plan, after thousands of copies of the summary and CDs had been printed—prompting questions from local conservation groups and Senator Ken Salazar. Washington officials wanted to change the way energy resources—such as coal, oil and gas—were outlined in the plan.
A draft plan was finally released on March 16, 2007 only to be revoked days later when a California district court ruled that the Forest Service’s 2005 Planning Rule violated the Administrative Procedure Act, the National Environmental Policy Act, and the Endangered Species Act. The Forest Service responded with another planning rule to guide Forest Plans, released in April 2008.
In the latest development, Richmond stated in a press release earlier this month that he has decided to delay formal resumption of the Forest Plan revision effort until it is determined how Colorado’s roadless rule will be implemented. The state roadless rule is currently undergoing a series of public hearings, hosted by the U.S. Forest Service. Public hearings on a draft environmental impact statement and rules for managing roadless areas in the state’s national forests started on August 18; public comment will be taken until October 23.
All this means that Gunnison’s Forest Plan is still years away from being implemented. Three years ago, the Forest Service said that under its new rule, Forest Plan revisions would take an average of two to three years, instead of five to seven years. That timeline is now laughable.
To put it plainly, something is broken.
It should not take more than eight years (or 10 to 15 years) to adopt a Forest Plan that is supposed to have a 15-year shelf life. Right now, the work conducted by Forest planners to develop the 2007 plan is growing stale and entire chunks of it might have to be scrapped. Some of that might be appropriate to bring it in line with our county’s beliefs and reflect the realities of global warming. However, what’s entirely inappropriate is the waste of taxpayer dollars on a drawn out process that we have little control over locally. One person told me that the GMUG might be the most politically battered national forest in the country during the last eight years.
It’s time we say enough. We, as taxpayers, are not getting what we deserve out of the Forest Plan process. We must demand a fiscally responsible plan that we can digest, debate and implement, now.

CONCERNING THE DESIGNATION OF A SPECIAL AREA
TO ESTABLISH SPECIAL REGULATIONS FOR CRESTED BUTTE SOUTH

HEARING DATE, TIME AND LOCATION: The Gunnison County Planning Commission and Gunnison County Board of Commissioners will conduct a public hearing FRIDAY, JUNE 20, 2008 at 1:30 p.m. in the upstairs Planning Commission Meeting Room of the Blackstock Government Center, 221 N. Wisconsin St. in Gunnison, to hear public comment concerning the proposed formation and designation of a Crested Butte South Special Area and the establishment of regulations unique to that Special Area.
APPLICANT: The Special Area designation has been initiated by the Crested Butte South Property Owners Association (the “Association”). 
PARCEL LOCATION:  The proposed Special Area includes Filings 1, 2, 3 and 4 of the Crested Butte South subdivision, as recorded in the Gunnison County Clerk and Recorder’s Office (Reception Nos. 458318, 521255, 282791, 291415, and 553180, and all related amending documents).
PROPOSAL:  The proposal seeks approval for the creation of a special geographic area, pursuant to Section 1-110 of the Gunnison County Land Use Resolution allowing for the adoption of special land use regulations that would exempt land use changes within the subdivision from all but administrative review and approval by Gunnison County. The Association would be responsible for all aspects of development review, thereby eliminating duplicative Land Use Change Permit reviews by Gunnison County. Construction would still be required to secure Gunnison County Building Permits, and lots that are unable to be served by the Crested Butte South Metropolitan District sewer would be required to secure Gunnison County Individual Sewage Disposal System Permits.
Currently, the Association acts in a “quasi-judicial” manner, enforcing the subdivision’s protective covenants and rules. The Association has stated that in the future Crested Butte South may choose to incorporate as a town, and that through the designation, Crested Butte South would be taking the first step toward being an autonomous “government.”

The town of Mt. crested butte

FEDERAL FLOOD INSURANCE NOW AVAILABLE IN THE TOWN OF MT. CRESTED BUTTE Washington, D.C. – The Town of Mt. Crested Butte has joined over 20,000 communities nationwide that are allowed to purchase federally backed flood insurance. This availability follows the community’s adoption and enforcement of ordinances to reduce flood losses and acceptance by the National Flood Insurance Program (NFIP). The Town of Mt. Crested Butte is now a participant in the NFIP effective on April 28, 2008. Residents of the Town of Mt. Crested Butte will be able to purchase flood insurance up to the limits under the Emergency Phase of the program. However, there is a 30-day waiting period before flood insurance coverage goes into effect. For single-family dwellings, the building coverage limit is $35,000, and the contents coverage limit is $10,000. Renters can also protect their belongings by purchasing contents coverage. For commercial properties, the building and contents coverage limits are both $100,000. Higher limits of coverage will be available after the initial Emergency Phase. Lenders must require borrowers whose properties are located in a designated flood hazard area to purchase flood insurance as a condition of receiving a federally backed mortgage loan in accordance with the Federal Disaster Protection Act of 1973. The NFIP is implemented through the Federal Emergency Management Agency. There are over 4 million flood insurance policies in more than 20,000 participating communities nationwide.
