As required by guidelines for the preparation of environmental impact statements, an environmental review has been performed on the proposed action below:
Project: Crested Butte South Metropolitan District
Location: Crested Butte, Colorado
Project No.: 040012W
Total Cost: $2,300,000
The project consists of the expansion of the wastewater treatment facility in order to provide for additional capacity of .125 million gallons daily. The additional capacity is necessary to meet capacity requirements for future, moderate population growth within the 20 year planning period, to comply with CDPHE water quality regulations, and to resolve odor issues. The on-site expansion will include a new integrated fixed-film activated sludge treatment train, a new clarifier, increased pre-equalization basin, and odor control system. The existing treatment plant building will be expanded to cover the new treatment train. The proposed treatment technology minimizes the expansion of the site and impacts to neighboring wetlands. These improvements will be funded in part with a $2,000,000 direct loan at 2% interest through the Water Pollution Control Revolving Fund.
The review process did not indicate that significant environmental impacts would result from the proposed action. Consequently, a preliminary decision not to prepare an Environmental Impact Statement (EIS) has been made. The action is taken on the basis of a careful review of the engineering report, environmental assessment, and other supporting data that are on file in the Water Quality Control Division (Division) of the Colorado Department of Public Health and Environment, and are available for public review upon request.

—NOTICE CALLING FOR PROPOSALS—
NOTICE IS HEREBY GIVEN that Gunnison Watershed School District RE1J and Blythe Group + Co., will receive sealed Bids for Construction of the new Gunnison Valley School to be located at 600 North 8th Street in Gunnison, Colorado 81230 as part of a contracting process in the office of Blythe Group + Co., 618 Rood Avenue, Grand Junction, CO 81501, on or before 2 PM on September 3, 2009. Project value is approximately $1 million.
Construction Documents will be available after 8 AM, Wednesday, August 12, 2009. Firms who are desirous of securing a copy of the Construction Documents may do so by picking them up at the office of Blythe Group + Co., located at 618 Rood Avenue, Grand Junction, CO 81501, or call Faye Hall at 970-242-1058 x434. A Deposit of $300, made payable to Blythe Group will be required for each set of documents. If documents are returned in good condition within 15 days of bidding, the deposit will be refunded.
A mandatory pre-bid meeting will be held at 10 AM on August 18, 2009. All general contracting firms who intend to bid this work as the prime contractor must attend. This meeting will be held at the current Valley School, 600 North 8th Street, Gunnison, CO.
Local firms are specifically encouraged.

—Call for nominations for school directors—
Gunnison Watershed School District
Gunnison County, Colorado
The Board of Education of Gunnison Watershed School District in the County of Gunnison, State of Colorado, calls for nomination of candidates for school directors to be placed on the ballot for the regular biennial school election to be held on Tuesday, November 3, 2009.
At this election, two directors will be elected representing the area south of Round Mountain for a term of office of four years, and one director will be elected representing the area north of Round Mountain for a term of office of four years. To be qualified, a candidate must have been a registered elector of the school district for at least twelve consecutive months before the election. A person is ineligible to run for school director if he or she has been convicted of committing a sexual offense against a child.
A person who desires to be a candidate for school director shall file a written notice of intention to be a candidate and a nomination petition signed by at least 50 eligible electors who are registered to vote in the regular biennial school election.
Nomination petitions may be obtained at the Gunnison Watershed School District’s administrative offices, currently located at 805 W. Tomichi in Gunnison, CO. Office hours are 7:30 a.m.-4:00 p.m. Monday through Friday. Completed petitions should be submitted to Stephanie Juneau, the School District’s designated election official, no later than 4:00 p.m. on August 28, 2009.

—NOTICE OF PUBLIC HEARING—
CONCERNING ADOPTION OF AMENDMENTS AND MINISTERIAL CHANGES TO THE GUNNISON COUNTY SPECIAL DEVELOPMENT PROJECT REGULATIONS (to be known as the GUNNISON COUNTY SPECIAL DEVELOPMENT PROJECT RESOLUTION)
HEARING DATE, TIME AND LOCATION: The Gunnison County Board of Commissioners will conduct a public hearing on Tuesday, August 25, 2009 at 1:00 p.m. in the Commissioners’ Meeting Room of the Gunnison County Courthouse, 200 E. Virginia in Gunnison, to hear public comment concerning the adoption of proposed amendments and ministerial changes to the Gunnison County Special Development Project Regulations, now to be known as the Gunnison County Special Development Project Resolution. Such amendments and changes are memorialized in Gunnison County Special Development Project Resolution; Draft No. 5, dated July 14, 2009, available for public review in the County Planning Department, upstairs in the Blackstock Government Center at 221 N. Wisconsin St., Ste. D in Gunnison. The document is also available on the Gunnison County website: http://www.gunnisoncounty.org.
As proposed, generally, the Gunnison County Special Development Project Resolution addresses certain proposed large or government projects. Smaller projects would continue to be reviewed under the Gunnison County Land Use Resolution.
The proposed Gunnison County Special Development Project Resolution will continue to provide for evaluation of a proposed project on the basis of “performance-based standards.” Rather than prescribing a series of actions to be taken by the applicant to minimize impacts of a proposal, the proposed Gunnison County Special Development Project Resolution establishes standards that determine acceptable levels of impact to the County. The Resolution would not mandate to an applicant how to “do business” but charges the applicant with responsibility to ensure standards are met during the life and closure of a project, including a detailed plan for monitoring and related costs to ensure compliance and enforcement.
